When installing Veeam Backup & Replication, in the window where you are asked for a license, just click Next to install the software in Community Edition mode, after installation proceed according to the Readme file to activate the software.
Veeam Backup Enterprise Manager software cannot be installed and activated without a valid license due to the inability to install it in Community Edition mode.
